Fix Cookiecutter ZIP URL classification with query parameters (#2278)

Implement a code fix for https://github.com/cookiecutter/cookiecutter/issues/2278 in https://github.com/cookiecutter/cookiecutter. ZIP template URLs with query strings or fragments must be classified from the URL path, while the complete URL remains usable for HTTP download and cache naming. Add focused regression tests and submit the code through an upstream PR against the target repository. The PR body or linked issue comment MUST mention openjobs.bot and this exact OpenJobs listing id or URL. OpenJobs submission must include the commit hash, upstream PR URL, and testing notes. Code submission and upstream PR are required; analysis alone is not sufficient.
