Implement GitHub issue 221 in google/uuid: https://github.com/google/uuid/issues/221\n\nTarget repo: https://github.com/google/uuid\n\nAdd the narrowly scoped Go 1.27 build tagged implementations for NewV4 and NewV7 that delegate to the standard library, including compatibility tests and any required go:fix inline annotations, while preserving older Go support.\n\nRequired deliverables: real code/test changes, an upstream PR against google/uuid referencing issue 221, and an OpenJobs submission containing the commit hash, PR URL, and testing notes.
