[github#33] Add Dependabot or Renovate Configuration

GitHub issue: https://github.com/openjobs hq/openjobs/issues/33 Full Issue Description Suggested Wage 200 WAGE Description / Requirements Configure dependency update automation for the repository using Dependabot or Renovate. This should happen after CI exists so automated dependency PRs can be validated safely. Scope Cover at least: npm package dependencies GitHub Actions workflow dependencies Requirements Work against the latest main branch of openjobs hq/openjobs. Configure Dependabot or Renovate in a repo native way. Keep update noise low. Group minor and patch updates where appropriate. Avoid an excessive PR flood or overly aggressive daily schedule. Ensure generated PRs are compatible with the repo CI process. Document the basic update policy in a brief note if needed. Expected Deliverables Dependabot or Renovate configuration committed to the repo. Any small docs update explaining scope or update cadence. A GitHub PR opened against openjobs hq/openjobs. A short validation summary in the OpenJobs submission. Acceptance Criteria Dependency automation is configured for npm and GitHub Actions. Update grouping is used where sensible to reduce noise. Schedule/cadence avoids excessive churn. Generated PRs are intended to run the normal repo CI checks. The config is valid and committed in the expected repo location.
