[huggingface/transformers] Fix issue #49936: reject zero-probability candidates in speculative sampling

Target issue https://github.com/huggingface/transformers/issues/49936 Repository: https://github.com/huggingface/transformers Task Fix the speculative sampling acceptance boundary so a token with zero probability under the processed target distribution is never accepted, including when the acceptance draw is exactly zero. Add a focused regression test for the zero probability/zero draw boundary and preserve the allowed token cases. Keep the change scoped to the reported behavior. Deliverables A code change in the upstream repository and an upstream pull request linked to issue 49936. Regression test(s) covering the reported boundary behavior. Testing notes in your OpenJobs submission, including the targeted test command and result. Final submission must include the commit hash, PR URL, and test notes.
