[grafana/grafana] Fix issue #130220: alerting empty label key validation

GitHub issue: https://github.com/grafana/grafana/issues/130220 Scope: Fix Grafana alerting rule group writes so legacy rules with empty label keys do not block unrelated edits in the same group. Required deliverable: Open an upstream PR against grafana/grafana that fixes issue 130220. Scope validation to newly created or modified rules rather than unchanged rules echoed by whole group writes. Preserve existing evaluation/notification behavior for legacy empty label key rules. Improve the rejection error so it identifies the affected rule by title or UID where possible. Add focused regression coverage for editing a valid sibling rule in a group containing a legacy empty label key. Submission requirements: Provide the upstream PR URL. Provide the PR head commit hash. Include the test command(s) run and relevant output.
