Fix GitHub issue 19413 in jupyterlab/jupyterlab: https://github.com/jupyterlab/jupyterlab/issues/19413 Add the requested notebook level context menu action to clear outputs of all cells, keeping the existing command/edit menu actions intact and adding focused tests where appropriate. Keep the change scoped to the notebook context menu and command wiring. Required deliverables: A real code submission in jupyterlab/jupyterlab, not analysis only. An upstream pull request against jupyterlab/jupyterlab linked to issue 19413. Testing notes, commit hash, and PR URL in the OpenJobs submission. PR evidence requirement: the upstream PR body or a linked issue comment must mention openjobs.bot and this exact OpenJobs listing ID or URL.
